Africa must invest in development: Zuma

first_img30 June 2011South African President Jacob Zuma, speaking ahead of the African Union Summit in Equatorial Guinea, has called on African nations to contribute resources to sustain continental development alongside its international partners.Africa is moving in the right direction with a focus on its economic growth, but it needs funds to maintain the momentum, Zuma told delegates at the 10th anniversary meeting of the New Partnership for Africa’s Development (Nepad) in Equatorial Guinea on Wednesday.The African Union (AU) opened a two-day summit outside Malabo, capital of Equatorial Guinea, on Thursday, with a key focus expected to be the crisis in oil-rich Libya and Muammar Gaddafi’s embattled leadershipWhile praising Nepad’s achievements over the last 10 years, Zuma expressed concern about the lack of financial commitment from Africa’s leaders for infrastructure development.Public-private partnershipsHe suggested strengthening public-private partnerships to aid projects.“The involvement of the private sector is critical to achieving our infrastructure initiatives. We must embark upon mutually beneficial public-private partnerships in championing our projects.”Programmes of Nepad, which falls under the African Union, have been hampered by a lack of funding. They are intended to address escalating poverty and underdevelopment.The AU has had to embark on cost-cutting measures, with two of its major funders – Egypt and Libya – in turmoil after political uprisings this year.Economic growth rates for the continent for 2012 are predicted between 5.5 percent and 5.8 percent, Zuma said, adding that Africa was the third-fastest growing region in the world.Friends of AfricaHe said the continent had strengthened collaboration with friends of Africa and existing multilateral partnerships and the private sector.Many African countries had recently signed agreements and trade partnerships with several investors with the world’s leading economies like China and India.“If we are indeed devoted to ensure Nepad continues to be a success, we must as Africans ensure that we commit financial resources to this programme individually and collectively,” he said.Zuma also called on the continent to unite in the war against poverty, hunger, homelessness and underdevelopment, by ensuring that these programmes were sustainable.Climate changeMeanwhile, speaking at a climate change conference held on the sidelines of the summit, Zuma called for African countries to speak in unity at the upcoming 17th Conference of the Parties of the United Nations Framework Convention on Climate Change (COP 17) taking place in Durban later this year.The first objective, Zuma said, must be continued support for multilateral processes, the implementation of decisions made in Cancun in 2001, and the vigorous pursuit of the completion of work agreed to in Bali in 2007.Secondly, as a vulnerable continent, Zuma said Africa had to prioritise an outcome that ensured that the global climate regime protected the environment for future generations.“A determination must be made on the 2nd Commitment Period of the Kyoto Protocol, and also clarity on how to ensure a fair and comparable contribution by non-Kyoto Parties. Wild winter weather likely to continue

The end result should be temperatures slightly colder than normal for February and precipitation at or above normal. Over the next two weeks precipitation liquid equivalent should average 1.5 to 2.5 inches over Ohio. Normal is about 1 inch in this period.La Nina continues in the eastern equatorial Pacific Ocean with cooler than normal waters. Taltala Sex racket busted 5 arrested

Police raided the spa located at 56 Sarat Bose Road in Ballygunge area and found two customers in compromising position with two girls. During the raid, police found two girls from Thailand who were brought there as sex workers. It is alleged that a businessman who went to Thailand earlier proposed the Thai girls who used to work in a spa to come to Kolkata and work here. first_imgTORONTO – If a new smartphone is on your holiday shopping list, either as a gift or for yourself, there are a lot of possible choices to make — but some decisions about your contract could cost a lot more than you expect.“The costs can mount up very quickly,” said Howard Maker, a federal ombudsman who heads the Commission for Complaints for Telecom-television Services, also known as CCTS.Prices for some types of Canadian wireless service plans have fallen, but overall they remain high compared with other countries, according to a report commissioned by the federal government and released this week.The biggest challenge for consumers, experts agree, is predicting data usage and its impact on service cost.“In terms of estimating personal data usages, it’s very difficult because it’s abstract,” said University of Ottawa assistant law professor Marina Pavlovic.For example, it’s hard to know how many gigabytes of data will be used to show a single YouTube video — let alone how many videos, photos, text messages, emails and internet searches will accumulate during a billing cycle.Another difficulty, which may be reduced under recent regulatory changes, has been service contracts that allow data to be shared among multiple devices with different users, such as parents and their children.Maker said extra fees on shared plans has been one of the most common complaints to the CCTS, which oversees the wireless industry’s code of conduct on behalf of the Canadian Radio-television and Telecommunications Commission.A revision to the wireless code, announced by the CRTC in June, was to address that problem by requiring service providers to notify account holders of overages from all devices and authorize only them to consent to extra fees.But two of Canada’s largest wireless service providers — Rogers and Telus — were unable to comply with that requirement by the Dec. 1 deadline and asked for several additional months to adjust their billing systems.Pavlovic — one of the lead authors of a research study presented to the CRTC last year, as it was preparing to update the wireless code — believes it still requires consumers to spend too much time and energy to avoid bill shock.She had wanted the CRTC, which sets the regulations that the CCTS oversees, to require vendors to provide consumers in advance with a check list of all the critical information they’d require to make an informed purchase.“They did not go with our suggestion,” she said.But Pavlovic noted there are several general precautions that consumers can take, like watching out for promotional features, such as an extra gigabyte of data, that runs out before the contract. Prospective buyers should also be aware that vendors are required to provide a 15-day money-back guarantee, with certain conditions.Other tips include checking your device settings right away, and reviewing periodically, to shut off any apps or features that require data. Also monitor usage meticulously, especially when a plan or device is new, and adjust data plan up or down as needed.If your first bill arrives and it doesn’t reflect what you expected, Pavlovic said, complain to the service provide and then be ready to go to the CCTS if necessary.“CCTS has a lot of power to address individual complaints. The process is relatively simple. It’s an online form or people can just call in. It’s free for consumers. And very often, that’s the only leverage you need.”Gary Rabbior, president of the Canadian Foundation for Economic Education, added that consumers also need to do their homework before engaging with a sales representative — and be willing to take a break to get more information if necessary.“If they are equipped, ready and focused — and you are not — you are certainly in a position of imbalance,” he said.last_img read more

Commentary The curious polarizing case of Ohio State mens basketballs Aaron Craft

Did Aaron Craft really wave him off?It’s been three days and I’m still having trouble wrapping my head around the junior guard’s last-second heroics to drop Iowa State and send the Ohio State basketball team to the Sweet 16.In the process he waved off Deshaun Thomas, the best scorer in the nation’s best conference and a 35 percent 3-point shooter, as he cut to the top of the arc.He also ignored the waving arms of Lenzelle Smith Jr., who was unguarded in the opposite corner and shoots 38 percent from the 3-point line.Craft, a 30 percent 3-point shooter who missed two crucial free throws just moments earlier, did all of this to take a contested 3-pointer with a bigger, slower defender on him.But it went in. Of course it went in.Buckeye Nation and the thousands who picked the Buckeyes to advance in their bracket pools rejoiced.But there were also many folks in Ann Arbor, Mich., and Champaign, Ill., and Bloomington, Ind., and other various cities across the country who rolled their eyes.“Why did Aaron Craft have to make it?” they thought. “I hate Aaron Craft.”That’s been the narrative when it comes to Craft for a while now. You either love him or you hate him.As Arizona coach Sean Miller, who will face Craft and the Buckeyes in the Sweet 16 Thursday, said Monday, Craft “has that Tim Tebow quality.”“Tebow, at Florida, it wasn’t just his performance on the field, but who he was as a person, the leadership that he provided, the competitive spirit he embodied. It seemed to spread through Florida’s football team, and Aaron Craft does the same thing for Ohio State basketball.”Now, let’s make one thing clear here. Tebow, the current New York Jets quarterback and former Florida Gator, is one of the best college football players of his generation (though not so much in the NFL). I’m not convinced Craft is one of the best 20 players in college basketball this year.But what Craft and Tebow do have in common are their spotless images and their effect on observers of the sport. There’s a large portion of America that loves guys that work too hard, achieve more than they probably should and above all, win. There’s also a large portion of America that thinks Craft and Tebow are arrogant.Craft’s popularity, though, is skyrocketing. He’s been a popular figure in Columbus since his freshman year, but with the aid of March Madness’ spotlight, he’s becoming a national name, too.It’s Craft who’s the face of the OSU basketball program, not Thomas, the potent scorer, or Thad Matta, the coach who’s led the Buckeyes to the Sweet 16 for the fourth consecutive year.Thanks in large part to his clutch shot Sunday, Craft’s name was buzzing on the Internet. His name was trending on Twitter, and he was one of the seven search items Google identified as trending on Sunday in the United States.What those who punched his name into a search engine probably found was the information about his near-perfect GPA, his medical school aspirations and maybe even the “Cosmopolitan Magazine” article that named him one of the “hottest” guys of the NCAA Tournament.Craft, like Tebow, has worked his way into national relevance. More and more people know who he is for more reasons than just basketball.The fact is Craft is different than everybody else. The way he plays the game is different, the way he reacts to big plays is different (he hardly showed emotion after he hit his big shot Sunday), and frankly, the way he looks (rosy cheeks included) is different.Because he’s different and because he’s relevant, we feel the need to classify him. Some love him. Some hate him.I’m sure Iowa State’s classification of Craft is closer to the latter. If that’s the case with Arizona after the game Thursday, something tells me Craft won’t be too upset. read more
